Policy always happens camel’s-nose-in-the-tent style. When the US government started levying income tax for example, it was only meant to apply to a minuscule fraction of citizens. Then they lowered the threshold each year.
Point is: whenever a new power is created, there’s always a risk it will be turned on you.
People don’t even need a brain chip. Neighbors would gleefully snitch on each other for petty shit for free. In hindsight, that’s the least realistic part of my story lol
